Olney Man Charged with Second-Degree Rape and Third-Degree Sex Offense; Police Concerned About Possibility of Additional Victims

Per MCPD: Detectives from the Montgomery County Department of Police – Special Victims Investigations Division (SVID) have arrested and charged 31-year-old Joshua Black, of Olney, with multiple counts of second-degree rape and third-degree sex offense. Detectives have released a photo of Black and are urging anyone who may be a victim of sexual assault by Black to come forward.

The investigation by detectives has revealed that on Thursday, July 20, 2023, at approximately 7 p.m., Black lured the juvenile female victim into a wooded area, in the 17700 block of Prince Philip Dr., where he sexually assaulted her. Detectives quickly developed Black as the suspect and arrested him at his home without incident. Black was transported to the Montgomery County Central Processing Unit, where he is currently being held without bond. Detectives are concerned there may be additional victims of sexual assault by Black that have not contacted police.
