Detectives from the Montgomery County Department of Police – Special Victims Investigations Division (SVID) are asking for the public’s assistance in locating Zabiya Carter, a missing 15-year-old from White Oak. Carter was last seen on Saturday, November 11, 2023, at approximately 7 p.m., in the 11230 block of Oak Leaf Dr. in White Oak. She is 5′, 130 lbs., with black hair, brown eyes and was last seen wearing a black hoodie and black and grey pajama pants. Carter is traveling with a small black and white puppy.
