Montgomery County Council to Hold Public Hearings on Menstrual Equity Bill

Per Montgomery County: “The public hearings for Bill 42-23, Health and Sanitation – Menstrual Products in Public Restrooms – Required, and the accompanying Resolution to adopt Bill 42-23, Health and Sanitation – Menstrual Products in Public Restrooms – Required as a Board of Health Regulation, will take place on Tuesday, Dec. 12, 2023, at 11:30 a.m. instead of Dec. 5, 2023.

  • Bill 42-23, Health and Sanitation – Menstrual Products in Public Restrooms – Required, would require places of public accommodation to provide menstrual products in certain public restrooms at no charge to users, and generally amend the law regarding the provision of necessary health and sanitary products.
  • Resolution to adopt Bill 42-23, Health and Sanitation – Menstrual Products in Public Restrooms – Required, as a Board of Health Regulation, would adopt the requirements of the bill as a Board of Health regulation.

To testify in-person or remotely during a live public hearing at the Council Office Building, residents need to preregister on the Council’s web page. Residents may also choose to provide pre-recorded testimony in written, audio or video formats or submit testimony by mail.
