Montgomery College Announces the Appointment of Thomas Luginbill to Serve as Executive Director of the Pinkney Innovation Complex for Science and Technology at Montgomery College (PIC MC)

Per Montgomery College: “Thomas (Tommy) Luginbill has accepted the position of executive director of the Pinkney Innovation Complex for Science and Technology at Montgomery College (PIC MC).

PIC MC is part of Montgomery College’s efforts to grow a hub of education, business, and entrepreneurship, where industry partners co-locate and actively interact with faculty and students to achieve both educational and economic success. In this capacity, Luginbill will continue to advance the development of this innovative science and technology hub in collaboration with academic, corporate and government partners.

“I am honored to follow in the footsteps of those who have paved the way before me at PIC MC. Their dedication and hard work have laid the foundation for our mission,” Luginbill said. “We are committed to building upon this legacy, creating a vibrant hub for education, business, and innovation that will continue to thrive and benefit the Montgomery County community. Together with our partners, we are ready to embrace this challenge and honor the past while shaping the future.”

Luginbill’s experience as the director of the Entrepreneur & Innovation Institute at the College of Southern Maryland (CSM) gave him invaluable insights into fostering innovation within the academic framework. At CSM, he orchestrated the revitalization of the town of Indian Head, transforming blighted buildings into centers of urban renewal. One significant result of this venture was establishing the Velocity Center, exemplifying his capabilities in real estate management, strategic planning, and community engagement.

Managing the Techport Incubator at the University of Maryland College Park further expanded his horizons in nurturing start-ups and fostering a culture of innovation, showcasing a proficiency in asset management and partnership/workforce development.

“The PIC MC Board welcomes Tommy as executive director and looks forward to working with him to realize the PIC MC vision of establishing an integrated community bringing together ready talent and technology innovation on the College’s Germantown Campus,” said Gail Wasserman, chair of the Pinkney Innovation Complex for Science and Technology at Montgomery College. “He brings an exciting entrepreneurial approach, experience working in higher education and non-profit organizations in our region, and substantial insight in forging public private partnerships.”

In the wake of the COVID-19 pandemic, Luginbill took the initiative to co-found “Southern Maryland Loves You,” a non-profit dedicated to ensuring that the community had access to essential protective equipment.

This effort required adept navigation of dynamic FDA policies and a collaborative approach with medical institutions and tech companies. His role in the Armed Forces Communications & Electronics Association of Maryland, xTech Accelerator, as well as his recent engagement at financial consulting firm Aronson (now Aprio) further highlight his leadership, board management, and business development depth.

Luginbill has a master’s in Entrepreneurship & Accounting from the University of Maryland Robert H. Smith School of Business and a bachelor’s in Corporate Finance from the University of Delaware.”
