Attorney General Announces No Charges in Officer-Involved Shooting Investigation

The Maryland Attorney General’s Office announced that no charges will be filed in the May 30, 2024, fatal officer-involved shooting of Bishop Jones-Daniel in Fairland, MD following an investigation by the Independent Investigations Division.

The investigation concluded that the officer who fired did not commit a crime under Maryland law, and a detailed report on the findings is available in the declination report.

Per the news release distributed Monday, March 24: “Today, Attorney General Anthony G. Brown announced his decision not to seek charges in the May 30, 2024, fatal officer-involved shooting in Montgomery County, Maryland. On Wednesday, May 29, 2024, at approximately 11:45 p.m., officers with the Montgomery County Police Department responded to a residence in the 3300 block of Hampton Point Drive, in the Fairland neighborhood of Silver Spring, Maryland, for a domestic incident. The 911 caller reported that his brother, the decedent, Bishop Jones-Daniel, and their mother were inside, and his brother was armed with a handgun.

On Thursday, May 30, 2024, at approximately 2:05 a.m., after several hours of unsuccessful telephone negotiations, tactical officers entered the residence and encountered Jones-Daniel holding a handgun. Officer Cochran fired his service weapon multiple times, striking Jones-Daniel. Jones-Daniel was treated at the scene and then transported to a local hospital, where he was pronounced dead.

The Attorney General’s Independent Investigations Division (IID) began investigating the fatal officer-involved shooting on Thursday, May 30, 2024, and concluded its investigation on Tuesday, March 18, 2025. After completing its investigation and evaluating all the available evidence, the Office of the Attorney General determined that the officer involved in the shooting did not commit a crime under Maryland law. Accordingly, the Attorney General has declined to prosecute the officer in this case.
