A 26-year-old Germantown man, Oliver H. Gregg, was arrested Tuesday afternoon after allegedly exposing himself at the Rockville Library and then assaulting a police officer who attempted to place him under arrest.
Police responded to the Rockville Library at 21 Maryland Avenue on August 19 at approximately 2:04 p.m. following reports of indecent exposure. According to authorities, a patron was allegedly masturbating under his clothing inside the library.
When a Rockville City Police officer approached the subject to make an arrest, the man resisted and began striking the officer in the head with closed fists, police said. The assault prompted officers to call for backup assistance. The incident caused a significant disruption at the library, with multiple police cars responding to the scene.
The subject remained combative even after being secured with handcuffs, using his feet to kick the officers, according to the police. Officers were forced to restrain him with leg shackles, and a transport van was required to take him to Central Processing.
A high school student who witnessed the arrest described a chaotic scene outside the library. “I saw seven cops around this one guy. He was in cuffs and leg cuffs,” said the student, who had been eating at a nearby Five Guys restaurant. “They were dragging and carrying him all the way to a cop car.” The student said he was working on college applications with friends at the library when he initially noticed “a bunch of cops running into the library” before the suspect was brought outside.
The witness said the suspect continued to resist during transport. “I saw the cop car shaking from inside, and then they transported him to another cop car. And then they transported him to a cage. He resisted every single time they transported him. He laid on the ground,” the student said. “I was shocked seeing this.”
Oliver H. Gregg, born November 28, 1998, has been charged with indecent exposure and assault on a police officer in connection with the incident.
