On Tuesday, the Montgomery County Council will introduce Expedited Bill 30-25, which seeks to change how the county enforces its ban on gas-powered leaf blowers.
The bill, sponsored by Councilmember Evan Glass, Council President Kate Stewart, and Councilmembers Marilyn Balcombe and Gabe Albornoz, would remove the requirement that residents provide photographic evidence when filing complaints. Instead, a single complaint would be enough to initiate enforcement.
The county’s ban on handheld, backpack, and walk-behind gas-powered leaf blowers took effect on July 1, 2025, applying to private property owners, businesses, and local government. It does not extend to Montgomery County Public Schools or Montgomery Parks, which are under state management. Violators are subject to a $500 fine.
The legislation was prompted by concerns raised during a July 24 Transportation and Environmental Committee meeting, where councilmembers noted that requiring photos of workers created unintended consequences, including a chilling effect for landscapers. Currently, complaints must include photographic evidence to be considered by the Department of Environmental Protection, which retains discretion on penalties.
A public hearing on Expedited Bill 30-25 is scheduled for October 21.
