On Monday, November 3, Montgomery County’s Transportation and Environment Committee will review Expedited Bill 30-25, which would change enforcement procedures for the County’s gas-powered leaf blower ban.
The bill would remove the current requirement that residents submit photographic evidence when reporting violations and clarifies that a single complaint can trigger enforcement. Councilmembers say the change is intended to address concerns that requiring photos creates a chilling effect, especially for landscapers, and could put residents and workers in uncomfortable situations.
The county’s ban on handheld, backpack, and walk-behind gas-powered leaf blowers took effect on July 1, 2025, applying to private property owners, businesses, and local government. It does not extend to Montgomery County Public Schools or Montgomery Parks, which are under state management. Violators are subject to a $500 fine. The legislation is sponsored by Councilmember Glass, Council President Stewart and Councilmembers Balcombe and Albornoz.
