The Montgomery County Council unanimously approved the “Accelerate MoCo” legislative package, led by Councilmember Andrew Friedson and co-led in part by Councilmember Laurie-Anne Sayles, aimed at streamlining approval processes for biohealth projects and mixed-income housing developments.
The package includes Zoning Text Amendments 26-03 and 26-04, which lower eligibility thresholds and expand access to expedited review, including for certain adaptive reuse projects and developments using four percent Low Income Housing Tax Credits. Councilmembers said the changes are intended to reduce approval timelines and support economic development and housing production.
Supporters, including multiple Councilmembers, said the legislation could help attract investment, expand the County’s biohealth sector, and increase housing supply, particularly income-restricted units. The package was developed with input from business groups, housing advocates, and community organizations, and reflects a broader effort by County leaders to address housing affordability and economic growth.
