The Montgomery County Council unanimously passed the County Values Act (Bill 3-26) on Tuesday, March 24, establishing new policies governing how U.S. Immigration and Customs Enforcement (ICE) may operate on County-controlled properties.
The legislation requires clear signage and staff training to ensure compliance with judicial warrant requirements for access to non-public areas, and prohibits ICE-related enforcement activities in County-owned or controlled parking lots, garages, and vacant lots. It also directs the County to provide optional signage templates for private businesses.
The bill also creates an online portal for residents to report ICE activity, with reports potentially used by the County Attorney for enforcement or referrals. Supporters said the legislation is intended to formalize existing policies, improve staff awareness, and clarify how County employees should respond to ICE presence. The measure was introduced by Councilmember Kristin Mink and co-sponsored by multiple Councilmembers, with backing from community organizations, labor groups, and faith leaders.
