Police Arrest School Employee After Videos Found of Female Students in Changing Room

Montgomery County police have arrested a Clarksburg man accused of recording underage girls inside a changing room at Walter Johnson High School, according to the department’s Special Victims Investigations Division.

Police said Montgomery County Public Schools staff notified officers on Wednesday, April 15, after two students reported finding a video camera in the control booth of the school’s theater on Tuesday, April 7.

According to police, one of the students viewed the memory card and found videos recorded inside the girls’ changing room in the theater area. Investigators said the footage showed an adult male placing the camera and leaving the room while it recorded, and that teenage girls later entered the room and began changing clothes for a theater performance. Police said a student emailed the videos to the school principal, who identified the man as 43-year-old James Mulhern III, a media services technician at the school.

Detectives executed a search warrant at Walter Johnson High School on Rock Spring Drive on April 15 and recovered items of evidentiary value, police said. A second search warrant was also carried out at Mulhern’s home in Clarksburg, where detectives collected several electronic devices. Mulhern was arrested and charged with sex abuse of a minor, and was taken to the Montgomery County Central Processing Unit to await a bond hearing.
