Maryland has launched a new $3 million initiative aimed at expanding the state’s nursing workforce by providing zero-interest loans to students pursuing associate degrees in nursing.
Governor Wes Moore and Social Finance announced the Maryland Pay It Forward Fund, which is backed by $2 million from the state’s Talent Innovation Fund and $1 million from Blue Meridian Partners. The program is expected to support approximately 80 nursing students during its first year.
The fund comes as Maryland faces a nursing shortage with approximately 7,000 open positions statewide. Eligible students can receive up to $5,000 to cover remaining tuition and fees after other financial aid, along with up to $500 per month for expenses such as housing, transportation and child care, for a maximum of $12,000 over two years.
The loans carry no interest, and borrowers will not be required to begin making payments until they earn more than $50,000 annually after completing their program.
The program will launch during the 2026-2027 academic year with a pilot for students at the Community College of Baltimore County. The fund focuses on two-year Associate Degree in Nursing programs, which provide a pathway to becoming a registered nurse.
