Montgomery County middle and high school students are invited to the third annual Back to School Block Party on Friday, September 18, from 12:30 to 3 p.m. at BlackRock Center for the Arts in Germantown. The free event is hosted by the Office of Montgomery County Council Vice President Marilyn Balcombe.
