On Tuesday, October 20, the Montgomery County Council is expected to vote on two bills that would expand the use of speed cameras and prohibit illegal street racing and street takeovers on public roads.
Bill 17-26 would authorize additional speed monitoring systems in certain school zones and on designated highways throughout Montgomery County. The legislation follows a 2025 Maryland law allowing the County to identify high-crash-risk corridors in its highway safety plans for the study and placement of automated speed cameras.
The bill was introduced at the request of the County Executive, with Councilmembers Dawn Luedtke and Will Jawando serving as cosponsors. The Council’s Transportation and Environment Committee has recommended approval with amendments.
The Council is also expected to vote on Bill 27-26, which would prohibit unlawful street racing, speed contests, stunt driving and street takeovers on public roads. The legislation would establish definitions and penalties for violations, building on recent changes to Maryland law addressing illegal racing and exhibition driving.
Bill 27-26 was introduced by Councilmember Andrew Friedson and cosponsored by Council Vice President Marilyn Balcombe and Councilmembers Sidney Katz and Dawn Luedtke. The Public Safety Committee has recommended approval with amendments.
Both bills are scheduled for Council votes but have not yet been enacted.
