A federal grand jury has indicted two Cecil County residents on charges related to child sexual abuse material (CSAM), according to the U.S. Attorney’s Office for the District of Maryland.
Donald Samuel Haubrick, 48, of Elkton, is charged with advertising, distributing, receiving, and possessing CSAM. Breann Michele Lively, 26, of North East, is charged with producing and distributing CSAM.
According to the indictment, between March 2024 and May 2026, the two maintained a relationship primarily through social media. Prosecutors allege that Lively produced and sent images involving a minor victim to Haubrick at his request. Haubrick is also accused of distributing CSAM to other individuals online.
If convicted, both defendants face mandatory minimum sentences of 15 years in federal prison on their most serious charges, with maximum penalties of 30 years. The investigation involved the FBI, Maryland State Police, and Cecil County State’s Attorney’s Office as part of the Department of Justice’s Project Safe Childhood initiative.
