Governor Moore Announces Reforms to Strengthen Maryland Foster Care System

Governor Wes Moore announced new reforms to Maryland’s foster care system aimed at improving care for youth with complex needs and expanding placement capacity.

The Maryland Department of Human Services will establish statewide standards for one-on-one care, requiring trained providers and consistent oversight across jurisdictions. Officials said the changes are intended to address gaps in care and ensure more uniform support for children in foster care.

The announcement also includes contracts to expand foster care capacity, adding 37 licensed group home beds and building on previously added treatment foster care placements. The initiatives represent a significant financial investment and are part of broader efforts by the Moore administration and state partners to improve oversight, increase placement options, and address longstanding challenges in the foster care system.
