Maryland Launches Court-Ordered Treatment Program for People With Severe Mental Illness

Maryland has launched a new Assisted Outpatient Treatment program designed to provide court-ordered, community-based treatment and support for individuals with severe mental illness who have had difficulty remaining engaged in voluntary treatment.

Established through state legislation, the program is currently operating in Anne Arundel County, Baltimore City and the Eastern Shore, with statewide implementation planned for July 2027. Participants receive individualized support from teams that include a psychiatrist, case manager, Certified Peer Recovery Specialist and program director.

Services can include treatment planning, case management, peer support, behavioral health and substance use referrals, housing and transportation assistance, crisis coordination and medication management when appropriate. Participants are also encouraged to help develop their treatment plans and identify preferred providers and supports.

The Maryland Department of Health plans to launch a public awareness campaign in September targeting professionals including law enforcement, mental health facilities, case managers and care coordinators. The state will continue monitoring outcomes and preparing additional jurisdictions for the statewide expansion.
