The Montgomery County Department of Police Collision Reconstruction Unit has completed its investigation into a March 22 crash that killed two passengers, resulting in charges against the driver.
Police said 24-year-old Daniel Danny Aguilar Medrano, of Rockville, has been charged with two counts of negligent manslaughter by vehicle.
According to investigators, Medrano was driving a gray 2025 BMW M8 eastbound on Norbeck Road near East Gude Drive at speeds between 119 and 126 mph before losing control. The posted speed limit is 40 mph.
The BMW crossed the center median, struck a curb and pedestrian signal and overturned. It continued through the intersection, striking another curb and pedestrian signal as well as several trees before coming to rest in a drainage trench off the westbound lanes.
Two passengers, 24-year-old Abraham D. Huracaya Del Aguila, of Silver Spring, and 24-year-old Alexander J. Medrano Cangalaya, of Rockville, were pronounced dead at the scene. Medrano was transported to an area hospital with serious but non-life-threatening injuries.
As part of the investigation, detectives determined that the BMW was traveling more than three times the posted speed limit. Police also said Medrano had a blood alcohol concentration of 0.09 approximately one hour after the collision.
Collision Reconstruction Unit detectives presented their findings to the Montgomery County State’s Attorney’s Office on July 1. An arrest warrant charging Medrano with two counts of negligent manslaughter by vehicle was issued on August 6.
Medrano turned himself in on Friday, August 28. He was later released by a District Court commissioner on a $5,000 unsecured bond.
