Launched in early 2024 by the County’s Office of Food Systems Resilience (OFSR) in partnership with Instacart, the program provides monthly grocery benefits and home delivery to families with children who struggle to afford food but do not qualify for Supplemental Nutrition Assistance Program (SNAP) benefits.
Enrollment increased from 543 families in the program’s first year to 674 in its second year, a 24% increase. The program has served 1,427 children, with participating families placing more than 12,000 grocery orders totaling over $1.32 million in benefits.
Eligible households receive $100 per child under 18 each month, up to $400 per household, through Instacart Health Fresh Funds. Families can use the benefits to purchase groceries from participating local retailers, selecting foods that meet their dietary, cultural, and nutritional needs.
“The rising cost of living continues to put pressure on households across our community,” said County Executive Marc Elrich. “MC Groceries offers critical support to families experiencing food insecurity by providing reliable access to nutritious, culturally relevant foods.”
According to program data, benefit redemption increased from 93% in the first year to 98% in the second. Fresh fruits and vegetables were among the most frequently purchased items, along with milk, eggs, and poultry.
Participant surveys also showed that 98% were satisfied with the program, while many reported reduced stress about affording groceries and improved access to healthier foods. Grocery delivery use increased by nearly 50% after enrollment, helping families overcome transportation, child care, and scheduling challenges.
Approximately 90% of participants reported being employed, highlighting the program’s focus on working families whose incomes exceed SNAP eligibility limits but who still struggle with food costs.
The program has also expanded partnerships with County agencies and community organizations, including Manna Food Center and the Montgomery County Food Council, to help families access additional assistance and resources.
