Montgomery County Council Introduces Bill to Make Sidewalk Construction Easier

Montgomery County Councilmember Evan Glass introduced legislation on Tuesday, October 20, aimed at making it easier to build sidewalks and pedestrian pathways in residential neighborhoods. All 10 of his Council colleagues have joined as cosponsors.

The proposal would streamline the approval process by eliminating public hearing requirements for certain sidewalk projects, including those that do not require private property or significantly interfere with property access.

“Residents of all ages want to feel safe when walking around their neighborhoods,” Glass said. “We have to make it easier for communities to request and build sidewalks.”

According to Glass’s office, 335 pedestrians were struck by vehicles during the first nine months of 2026, resulting in 41 serious injuries and 17 fatal crashes. Pedestrian-involved collisions increased 10% compared to last year.

The legislation aims to accelerate sidewalk construction and improve pedestrian safety throughout Montgomery County.
