Bethesda Man Arrested and Charged with Possession of a Firearm with Felony Conviction, Resisting Arrest, and Obstructing and Hindering After Alleged Kidnapping Saturday in Rockville

Per Rockville City Police Department:

On October 30, 2021 at approximately 11:56 a.m. Rockville City Police responded to a call for a stolen vehicle in the 900 block of Hungerford Drive.

Once on scene officers spoke to the complainant who advised he had serious safety concerns about an employee. The complainant further advised that he had been contacted earlier in the day and it was relayed to him that an employee had been kidnapped by her boyfriend, who was possibly armed with a handgun. As the complainant arrived at work, in the 900 block of Hungerford Drive, he witnessed the employee and an unknown man along with a dog exit the rear of the building and get into a vehicle and drive out of the parking lot.

RCPD officers located and stopped the vehicle a short distance away on Hungerford Drive. During the traffic stop the male subject fled on foot carrying a black bag. Officers apprehended the subject, and a fully loaded revolver was discovered in the bag.

During the traffic stop, the dog exited the vehicle via the open passenger door and charged towards an officer. The officer fired his handgun striking the dog once. First aid was immediately rendered by officers to the dog. Rockville City Animal Services transported the dog to a veterinary hospital, where it was determined the dog would likely survive his injuries.

The male from the incident was identified as Rickley Senning, age 32, of the 4800 block of Battery Lane in Bethesda. He was arrested and charged with Possession of a Firearm with Felony Conviction, Firearm Illegal Possession, Illegal Possession of Ammunition, Loaded Handgun on Person, Loaded Handgun in Vehicle, Resist/Interfere With Arrest, and Obstructing and Hindering. Senning was transported to the Central Processing Unit where he is being held on a $5,500 bond. It should be noted that due to Senning’s prior felony convictions, he is prohibited from owning or being in possession of a firearm or ammunition.

The Rockville City Police Department’s Office of Professional Responsibility is reviewing the officer’s actions and the discharging of the service weapon in this incident. As this is an ongoing investigation, no additional information will be shared at this time.
