Flagship Proposal For Carwash on Rollins Ave Includes Demolishing Current Self-Service Carwash Building

The City of Rockville will vote on a site plan submitted by Flagship Maryland Propco, LLC (the “Applicant”), proposing several improvements to the existing Flagship Carwash facility located at 975 Rollins Avenue. The Applicant intends to demolish the existing self-service carwash building and install self-service vacuum spaces, full-service finishing spaces, and modify the on-site circulation. The existing full service carwash building will remain. The Applicant also cites that the hours of operation will be reduced from 7AM through 11PM to 8AM through 6:30PM because of the removal of the self-service carwash.

City of Rockville Staff recommends approval of Level 2 Site Plan Application STP2022-00446, to demolish the existing self-service carwash, install self-service vacuums and full-service finishing spaces, and complete onsite circulation improvements at 975 Rollins Avenue, as well as approval of the requested parking reduction and the nonconforming alteration, based on the findings and conditions of approval contained in this report. A meeting will take place on Wednesday, November 30th to vote on the approval of the application.

Additional Information, per the City of Rockville: The property is approximately 2.2 acres in size and is located on the corner of Chapman Avenue and Bou Avenue along the southern City limits. It is comprised of Parcels D and E, Washington- Rockville Industrial Park and is bisected by Rollins Avenue. Parcel D is currently unimproved and covered by trees. No improvements are proposed on Parcel D at this time. Parcel E is currently improved with the carwash facility.

The Applicant seeks to alter the existing carwash facility by demolishing the existing self-service carwash building and install in its place 25 new self-service vacuum spaces, each space measuring 9’ by 18’, and six (6) full-service finishing spaces, each measuring between 9’ – 14’ by 18’. A canopy will be placed over the spaces to provide shelter and a seating, or waiting, area for customers will be provided adjacent to the full-service finishing spaces. The existing full- service mechanical carwash building will remain and will house the long-term bicycle parking consistent with the requirements in the Zoning Ordinance. The Applicant will reconfigure the site and parking area to improve the on-site circulation and access into the property for both pedestrians and vehicles. Pedestrian cross-walks and ADA parking will be added to the site. The site circulation and carwash operations will be altered as part of this project. Vehicles will first drive into the site and queue to use the mechanical carwash. The queue will start as a single lane and will then split into two and then three lanes. The queue will accommodate 32 vehicles within the site and should minimize any spillover into the public street. Vehicles will then utilize the carwash, followed by the vacuums and/or full-service finishing spaces.
