Press Release: Decedent Identified in July’s Fatal Officer-Involved Shooting in Montgomery County

Per the news release from the Maryland Attorney General’s Office:  The Independent Investigations Division of the Office of the Attorney General has identified the decedent in the fatal officer-involved shooting that occurred on July 20 in Gaithersburg, Maryland.

The decedent has been identified as 35-year-old Hamed Ghorouni Delcheh, of Germantown, Maryland. Because the involved officer was assigned to the U.S. Marshals Capital Area Regional Fugitive Task Force at the time of the shooting, the Independent Investigations Division is investigating this incident in cooperation with the Federal Bureau of Investigation. Both agencies continue to investigate the circumstances of this fatal shooting.

Original Release: The Independent Investigations Division (IID) of the Maryland Office of the Attorney General responded to a fatal officer-involved shooting that occurred in Montgomery County, Maryland, on Wednesday morning.

On July 20, the IID was notified by the Montgomery County Sheriff’s Office that at approximately 9:30 a.m., a deputy sheriff assigned to the U.S. Marshals Capital Area Regional Fugitive Task Force (CARFTF) was serving an arrest warrant in the 100 block of Garth Terrace in Gaithersburg. During the execution of the warrant, the deputy discharged their firearm, fatally injuring the wanted man. A second man was shot and taken to an area hospital to be treated for his injuries. As a result of the involved deputy’s duty assignment to the federal task force, the Federal Bureau of Investigations (FBI) Baltimore Field Office is conducting the initial investigation.

The IID retains an obligation under Maryland law to conduct its own investigation and write its own report of the shooting. At the conclusion of the IID’s investigation, that report will be referred to the relevant State’s Attorney’s Office to consider whether state charges are appropriate.
