Silver Spring Man Charged with Two Counts of Indecent Exposure

Per MCPD:

Officers from the 4th District Community Action Team have charged Steven Hirsch Eisen, age 74, of Silver Spring, with two counts of indecent exposure.

In November 2020, Officers began investigating several reports of indecent exposure occurring at various locations in Kensington. Victims reported that the suspect would get their attention and expose himself to them from public areas in Kensington.

During the investigation, Eisen was identified as a suspect who possibly committed these crimes at several locations in Kensington.

The latest incident involving Eisen occurred on July 5 at approximately 5:41 p.m., just before 4th District officers were dispatched to the 3900 block of Ferrara Dr. for the report of an indecent exposure that just occurred. The victims stated that they observed the suspect exposing himself to them and touching himself inappropriately in a public area. The victims and witnesses provided responding officers with a physical description of the suspect who fled the scene prior to officers arriving on scene.

On July 6, officers from the 4th District Community Action Team located an individual matching the physical and the clothing description of the suspect. Officers stopped the individual and identified him as Steven Hirsch Eisen.

On July 16, officers from the 4th District Community Action Team obtained an arrest warrant for Eisen, charging him with the June 2 and July 5 indecent exposures. Eisen was arrested on July 20 and transported to the 4th District police station where he was interviewed by detectives from the 4th District Investigative Section. During the interview, Eisen made statements acknowledging his involvement in the incidents. He was then transported to the Central Processing Unit where he is being held without bond.

Based on the above incidents, detectives believe that there may be additional victims of indecent exposure by Eisen that have not contacted police. Detectives are urging anyone who believes that they have been a victim to contact the 4th District Community Action Team at 240-773-5573.
