For reasons still under investigation, Ramsay is alleged to have shot Bailey as he was walking with a group of people in the parking garage. There is no known connection between the suspect and the victim.  On Sunday, July 9, 2023, detectives obtained an arrest warrant charging Ramsay with first-degree murder and other related charges. Ramsay, who has no known address, was arrested on Wednesday, July 12, 2023, and taken into custody without incident. He has been transported to the Montgomery County Central Processing Unit, where he was served with the warrant. This remains an active investigation.


Per MCPD: Detectives from the Montgomery County Department of Police – Collision Reconstruction Unit (CRU) are investigating a pedestrian fatality that occurred on Piccard Drive near Redland Road on Tuesday, July 11, 2023.  At approximately 5:10 a.m., Rockville City Police officers and Montgomery County Fire Rescue personnel responded to the location for the report of a collision between a vehicle and a pedestrian.

The preliminary investigation has revealed that the driver of a blue 2018 Honda Civic was traveling northbound on Piccard Drive, approaching Redland Road, when he struck a pedestrian that was laying in the roadway. The driver of the Honda remained at the scene.  Officers located the pedestrian who was pronounced dead at the scene. The decedent has been identified as 31-year-old Rajon Pierre Mozee, of Rockville.


Per MCPD: The Montgomery County Department of Police has positively identified the adult male recovered from Seneca Creek on Sunday, July 9, 2023. Jose Israel Centeno Velasquez, also known as Carlos, was identified by family members on Tuesday, July 11. The 43-year-old was last seen on Friday, July 7, leaving his Gaithersburg home on Girard Street. His death is being investigated as a homicide.

Major Crimes detectives are asking for anyone who may have seen Centeno Velasquez to call 240-773-5070 or call Crime Solvers of Montgomery County toll-free at 1-866-411-TIPS (8477). A reward of up to $10,000 is being offered for information that leads to the arrest of the suspect(s) in connection with this homicide. Callers can remain anonymous.


Per MCPD: The Montgomery County Department of Police Collision Reconstruction Unit (CRU) is currently investigating a fatal motorcycle collision that occurred at the 21400 block of Beallsville Road near Sellman Road. On Monday, July 10, 2023, at approximately 8:43 p.m., Montgomery County Police and Montgomery County Fire Rescue responded to Beallsville Road for the report of a motorcycle collision with a deer.

Upon arrival, emergency personnel discovered 53-year-old Michelle Lee Beach, of Dunedin, FL, who had been ejected from her motorcycle after hitting the deer. She was transported to an area hospital with life-threatening injuries, where she later died. The preliminary investigation has revealed that Beach was following another motorcyclist, travelling southbound on Beallsville Road on her pink 2007, Suzuki GXSR 600 motorcycle when she hit the deer.  This is an ongoing investigation.


Per MCPD: Detectives from the Montgomery County Department of Police – Major Crimes Division are investigating a commercial armed robbery that occurred on Wednesday, June 14, 2023, at the Tobacco Cloud store in the 11300 block of Georgia Avenue in Silver Spring. Detectives have released surveillance photos of the male suspect and are asking for the public’s assistance in identifying him. At approximately 10:50 a.m., 4th District officers responded to the location for the report of a commercial armed robbery.

The investigation by detectives has revealed that the suspect entered the store and approached an employee who was working behind the counter. The suspect then threatened the employee with a handgun that he had allegedly concealed on his waistband and demanded money. The employee handed over an undisclosed amount of money from the cash register to the suspect who then exited the store and left the scene.


Per MCPD: The Montgomery County Department of Police – Major Crimes Division, Homicide Section is asking for the public’s assistance in identifying a body that was recovered from Seneca Creek. On Sunday, July 9, 2023, at approximately 5:41 p.m., 1st District officers, along with officers from Maryland Natural Resources were dispatched to the area of for the report of a body in the Creek.

Montgomery County Fire Rescue responded and removed the body, and it was transported to the Office of the Chief Medical Examiner, who determined the manner of death to be a homicide.


According to the Montgomery County State’s Attorney’s Office, “In the Circuit Court for Montgomery County, MD, before the Honorable Christopher Fogleman, a jury has found defendant, Gary Savage, 60, of Tampa, FL, guilty of Attempted First-Degree Murder, Voluntary Manslaughter, and two counts of Use of a Firearm in Commission of a Crime of Violence.

This stems from an incident on September 3rd, 2021. The defendant drove from where he was living in Tampa, FL to the home of his estranged wife on Baileys Court in Silver Spring, MD. When Savage arrived, his estranged wife and her boyfriend, 44-year-old Whali Shabazz, were getting into a vehicle. Text messages that were admitted into evidence showed Savage knew the two victims were together and expected Shabaz to be there when he arrived. Savage opened fire on both of them, killing Shabaz and continuing to shoot at his estranged wife while she took cover behind another vehicle. She was not injured.
