Per the City of Rockville: The City of Rockville provides grants annually to local organizations that partner with the city to enhance quality of life of Rockville residents. Nonprofits supporting the advancement of education and community engagement are welcome to apply. Applications are being accepted for Fiscal Year 2024 (July 1, 2023-June 30, 2024). To be eligible for a grant, organizations must provide services to Rockville residents and complete an online application.

Applicants will have the opportunity to speak in support of their grant request at a public hearing for the budget in spring 2023. Applications are due by 5 p.m. Friday, Dec. 16. Per the State of Maryland: Governor Larry Hogan and First Lady Yumi Hogan today welcomed thousands of Marylanders to Government House in Annapolis for their final Holiday Open House.

“For the past eight years, it has been the honor of a lifetime to serve as your Governor and First Lady, and we were proud to welcome a record number of Marylanders of all ages to Annapolis for our final Holiday Open House,” said Governor Hogan. “We hope everyone enjoyed the decorations, live music, and the holiday cookies prepared by Government House chefs!”

Governor Hogan Addresses First-Ever Quantum World Congress

Per the State of Maryland: Governor Larry Hogan today addressed the first-ever Quantum World Congress at the Ronald Reagan Building and International Trade Center in Washington, DC, discussing the importance of Maryland’s leadership in innovation and new sciences and technologies to address the economic and security challenges the nation faces.

“Maryland has created a robust and unmatched quantum ecosystem, rich with academic research partnerships, industry investment, and critical federal government engagement,” said Governor Hogan. “We are leading a quantum revolution in our state that serves not just our long-term economic benefit, but also advances our critical national security and cybersecurity goals. My hope is that other states will follow Maryland’s example so that together we can form a strong quantum network that will ensure that our national and international leadership in this field will continue to flourish.”

Maryland Awarded $20,000 Grant to Give Rideshare Credits During Holiday Season

Per MDOT: For the second year, the Maryland Department of Transportation Motor Vehicle Administration’s (MDOT MVA) Highway Safety Office has received a grant from the Governors Highway Safety Association (GHSA) to provide rideshare credits to Marylanders to help them Be the Make A Plan Driver and choose an alternative to driving impaired. Through the partnership funded by GHSA, Lyft, and Responsibility.org, 4,000 Lyft ride credits, each worth $5, will be available during the holiday season. Maryland is one of four states awarded the grant.

“Once again, we’re making the choice easy to be the driver who makes a plan and arranges a sober ride home,” said Governor Hogan. “No one should lose a loved one this holiday season, or ever, due to someone’s selfish choice to drive impaired. I encourage all drivers to make a plan for a sober ride home and save a life.”

Per the City of Takoma Park: The City of Takoma Park has partnered with LiveStories (FORWARD) to administer $2.1 million in COVID relief funds to the community. This opportunity will provide a one-time $1,000 direct cash assistance to eligible households in the City to assist those negatively affected by the COVID-19 pandemic.

LiveStories (FORWARD) is hosting two in-person application events for individuals who do not have access to a computer, smartphone, or internet-enabled device or would like additional assistance.

County Executive Marc Elrich and First 11-Member County Council to be Sworn in at Inaugural Ceremonies on Monday, December 5 at Strathmore

Per Montgomery County: Montgomery County Executive Marc Elrich will be sworn in to his second term and the members of the County’s first 11-member County Council also will be sworn in at the Montgomery County Inaugural Ceremonies at 11 a.m. on Monday, Dec. 5, at the Music Center at Strathmore in North Bethesda. The ceremonies are open to all and there is no charge to attend. The Music Center at Strathmore is located at 5301 Tuckerman Lane in North Bethesda. The doors will open at 10:15 a.m.

This will be the 20th version of the Council under the current form of County government. The current County Council has nine members—four at-large and five district Councilmembers. Voters passed a Charter Amendment to change the Council composition to 11 members—four at-large and seven district Councilmembers. The Council districts were reapportioned to accommodate the district change.

Vision Zero Annual Report Released Highlighting Accomplishments and Celebrating Completion of Phase 1 of the Bethesda Bikeway

Per Montgomery County: Montgomery County this week released its annual report for the Vision Zero Initiative to end serious and fatal crashes on roadways by 2030. The Fiscal Year 2022 report details progress made on 114 tasks and projects that were undertaken during the year. The report was released at a ribbon cutting for Phase 1 of the Bethesda Bikeway at Woodmont Avenue. The bikeway has pavement separated from the roadway which will make that section of Bethesda safer for bicyclists. The complete FY22 Vision Zero annual report can be found on the County’s Vision Zero website.

“We need our streets to work for everyone whether walking, biking, using an assistive device or driving. That is why I have continued to increase funding for our traffic safety projects,” said County Executive Marc Elrich. “In FY22, we spent $101.5 million on Vision Zero and this year I have increased the budget by 23 percent to $123.1 million. We can make our Vision Zero goal a reality through these projects, campaigns and with your help. Keep yourself and everyone on the road safe by putting your phone away while driving, obeying the speed limit, buckling up for every trip and every seat and never drive impaired.”

Attorney General’s Office Releases Report on the First Year of Independent Investigations of Police-Involved Fatalities Report; Includes Statistics from the Division’s 23 Cases, Legal Updates

Council Passes Bill to Enhance Support for Small Businesses Engaged in Research and Development

Per Montgomery County: Today the Montgomery County Council unanimously passed legislation that will fuel economic development by providing the County Executive with greater flexibility regarding the administration of the County’s program to match federal Small Business Innovation Research and Small Business Technology Transfer grants. The legislation is sponsored by Planning, Housing and Economic Development (PHED) Committee Chair Hans Riemer and Councilmembers Will Jawando and Andrew Friedson, who sit on the PHED Committee.

Expedited Bill 31-22, Finance – Economic Development Fund – Small Business Innovation Research and Small Business Technology Transfer Matching Grant Program, alters the administration and eligibility requirements of the Small Business Innovation Research and Small Business Technology Transfer Matching Grant Program, which provides funding to small businesses engaged in research and development, and amends the law regarding the program and the Economic Development Fund.

Council Passes Maryland’s First Comprehensive Building Decarbonization Legislation; Bill Would Require New Construction to Use 100 Percent Electric Energy Equipment Beginning in 2026

Per Montgomery County: The Montgomery County Council voted unanimously today to pass Bill 13-22, Buildings – Comprehensive Building Decarbonization, which will require the County Executive to issue all-electric building standards for new construction by Dec. 31, 2026. The legislation, introduced by Councilmember Hans Riemer and cosponsored by Councilmember Will Jawando, is the first of its kind in Maryland.

“This legislation, combined with cleaning up the electricity grid and retrofitting existing buildings, will bend the curve on emissions from our building sector, which produce over 50 percent of our total emissions,” said Councilmember Riemer. “Fully electric buildings are less costly to operate over the life cycle of the building and healthier for indoor air quality since they do not produce carbon monoxide and nitrogen oxide as byproducts, pollutants that have been shown to contribute to asthma in children and disproportionately affect communities of color. Montgomery County will now be a national leader in the push for electrification as a solution for climate change.”
