Notes From Governor Hogan’s 11/5 Press Conference

Maryland’s seven-day positivity rate  is 4.21%. While still lower than 42 other states, it’e trending in the wrong direction. Seven jurisdictions are now above the 5% benchmark.

Over the past two weeks, we have seen a concerning increase in total hospitalizations and ICU levels. The bulk of new cases are among young people, with the majority of hospitalizations still trending older.

Maryland just entered the federal ‘red zone’ for case rates. Our average cases per 100k has risen to 15, which is a 22% increase over the past week. Case rates are now above 10 cases per 100k in 18/24 jurisdictions.

“Our statewide metrics do not yet warrant taking drastic immediate actions. However, the upticks in some of our metrics here and the spiking numbers in other states do place us, once again, at a pivotal moment in this fight.”

We “cannot afford to let our guard down…The weeks and months ahead will be difficult, and our collective actions will determine whether we can continue safely on the road to recovery.”

“Do your part, right now, to help us keep this virus at bay… recommit to the actions that helped us crush the curve the first time around.”

The statewide masking order will remain in full force and effect, requiring everyone to wear masks or face coverings in the public spaces of all businesses and outdoors when distancing cannot be maintained.

With increasing reports of individuals and businesses not following the law, the governor calls on local leaders, health departments, and law enforcement to step up enforcement efforts.

Governor Hogan continues to encourage people who can telework to do so, and employers to make every effort to give employees the opportunity to telework.

Maryland is renewing its travel advisory and warning Marylanders to avoid traveling to or from states with positivity rates of 10% or higher. Travel to these areas should be canceled or postponed.

If you must travel to one of these locations, Marylanders are advised to immediately be tested for COVID-19 and should self-quarantine while awaiting test results.

“With the holidays approaching and so many Marylanders making plans to spend time with family and friends, it is more important than ever for all of us to remain cautious and vigilant.”

“ The truth is that this virus will be with us well into next year, and our worst time may be over the next few months…But we will get through this together, and we will come out of this stronger and better than ever before.”
