Gaithersburg City Clerk Doris Stokes Named Municipal Clerk of the Year

Per the City of Gaithersburg: The City announced today that City Clerk Doris Stokes was named the Maryland Municipal Clerks Association (MMCA) Clerk of the Year for 2023. With more than 28 years of service in municipal government, Stokes demonstrates the qualities, experience, and characteristics deserving of this recognition.

A long serving member of MMCA, Stokes held the role of vice president from 2018-2022 and was part of the Region II Conference Planning Committee in 2014, 2018, and 2023. She was instrumental in planning MMCA’s 2018 Region II Conference, which was held in Gaithersburg, Md. In addition to MMCA, Stokes has dedicated time to the Maryland Municipal League and the International Institute of Municipal Clerks Association.

A consummate professional and a wonderful friend, our City has always been the better for Doris’ service,” said Mayor Jud Ashman. “Doris is a true asset to the City of the Gaithersburg and most deserving of this honor,” said City Manager Tanisha Briley. “Her commitment to serving our elected officials, staff, and residents of Gaithersburg is exemplary. We couldn’t be more proud of her.”

Stokes began her career with the City of Gaithersburg in 1996 and began serving as the City’s clerk in 2009. Under her leadership, the City transitioned meeting management systems and updated its Mayor & City Council travel policy. During the pandemic, Stokes was instrumental in the City’s transition to virtual Mayor & City Council meetings, from arranging the requisite Zoom links for elected officials to organizing invited speakers & presenters. In 2021, she provided critical assistance to the City Attorney, City staff, and volunteers when the City conducted its first hybrid-model municipal election.
