Montgomery County Police have arrested Thanh Phan, 71, and Jose Saravia Gonzalez, 27, both of Silver Spring, on charges of criminally negligent manslaughter by vehicle related to a fatal pedestrian collision on April 5, 2024, that claimed the life of 52-year-old Ron Franzese.
According to MCPD, “The investigation has revealed that at approximately 10:12 p.m., a white 2023 Honda Odyssey, operated by Thanh Phan, was traveling westbound on Randolph Road near Kimblewick Drive when, for unknown reasons, it drove into the sidewalk and struck an adult male pedestrian, causing him to fall into the roadway. The pedestrian was then struck by a white 4-door Acura operated by Saravia Gonzalez. The driver of the Acura fled the scene without rendering aid to the pedestrian. The Honda went back into the roadway, crossed the three lanes of travel and collided with a tree.
The decedent was identified as 52-year-old Ron Franzese, of Silver Spring.
On Monday, November 25, Phan was taken into custody on the strength of an arrest warrant where she was charged with criminally negligent manslaughter by vehicle.
On Monday, December 2, Saravia Gonzalez was arrested on the strength of a warrant and charged with criminally negligent manslaughter by vehicle. Phan and Gonzalez were transported to the Montgomery County Central Processing Unit, where Phan is being held without bond and Gonzalez is being held, pending a 1 p.m. bond review on Tuesday, December 3, 2024.”
