The Maryland Attorney General’s Independent Investigations Division has identified 35-year-old Marvin Salamanca Garcia as the decedent and seven Gaithersburg Police Department officers involved in the December 24, 2024, police-involved in-custody death, which remains under investigation.
Per the Maryland Attorney General: “The Independent Investigations Division (IID) of the Maryland Office of the Attorney General has identified the decedent and officers involved in an incident that occurred on Tuesday, December 24, 2024, in Gaithersburg, Montgomery County, Maryland. The decedent was pronounced dead on Thursday, December 26, 2024.
The decedent is identified as 35-year-old Marvin Salamanca Garcia of Gaithersburg, Maryland. The Gaithersburg Police Department officers are identified as Sergeant Evan Milano, an 11-year veteran; Corporal Doug Seek, a 9-year veteran; Officer William Diggons, a 7-year veteran of the department with 2 years of prior service; Officer Kelvin Colon, a 3-year veteran; Officer Nick Ozkayan, a 4-year veteran; Officer Anna Reckley, a 1-year veteran; and Officer Jaime FloresRios, a 1-year veteran. All officers are assigned to the Operations Bureau. The IID continues to investigate the circumstances of the police-involved in-custody death.

According to Gaithersburg Police, “Upon arrival, officers encountered an adult male lying on the ground in front of an apartment building. The man was covered in blood, conscious, and acting erratically. The man then stood up and walked away from the apartment building. The officers recognized the man required medical treatment, so they held him while they provided life-saving measures, to include the deployment of an AED, until Fire Rescue responded and transported the man to an area hospital where he was pronounced dead on Thursday, December 26, 2024.
