Man Convicted of First-Degree Murder in Random Shooting After Nightclub Incident

Ramone Ramsay, 32, was convicted in Montgomery County Circuit Court of first-degree murder and related charges for a July 2023 shooting in Silver Spring that killed 21-year-old Kymani Bailey and injured two others. Ramsay, who was previously released early from a 2015 prison sentence, faces life without parole at his sentencing on April 28, 2025.

According to the Montgomery County State’s Attorney’s Office, “In the Circuit Court for Montgomery County, MD, before the honorable Rachel McGuckian, a jury has convicted defendant Ramone Ramsay, 32, of one count of first-degree murder, two counts of attempted first-degree murder, three counts of use of a handgun in commission of a felony and one count of illegal possession of a firearm.

This stems from an incident on July 8, 2023, at approximately 2:40 a.m. in a parking garage near Thayer Avenue and Silver Spring Avenue in Silver Spring. Ramsay had been removed from a nightclub by security due to his behavior inside. Shortly after, Ramsay opened fire on a group of people walking into the parking garage. The victims, a man and two women, were unknown to him. 21-year-old Kymani Bailey was shot and killed.

The jury returned its verdict yesterday evening, January 15, 2025. Ramsay faces the potential of life in prison without parole. A sentencing hearing is scheduled for April 28, 2025.

The defendant had been serving a mandatory prison sentence for a prior conviction involving drug and firearm possession. He was sentenced to nine years in 2015 but received a compassionate release due to the COVID-19 pandemic in 2020.

Assistant State’s Attorneys Teresa Casafranca and Jennifer Harrison are prosecuting this matter.”
