On Cloud 9 started in Cabin John Village before moving to Potomac Woods Plaza (1085 Seven Locks Rd.) about 21 years ago. Catering to a range of ages from infants and toddlers to young women. Established in 2001 by Carol Gowling, the store aimed to provide stylish yet affordable options for girls. The boutique prides itself on offering a unique shopping experience, with a focus on helping young girls develop their personal style.
On Cloud 9 consistently updates their merchandise with fresh arrivals and are known for their quality, high-end selections. Customers often praise On Cloud 9 for its well-organized layout, helpful staff, and wide array of fashionable choices, making it a beloved destination for those seeking the latest trends in the Potomac area. The store made the following announcement on social media:
Dear Loyal Customers and Friends,
After an incredible 25 years in business and 21 of those years right here in Park Potomac, I have made the very difficult decision to close On Cloud 9 at the end of this summer.
While my heart is heavy, it’s also full. Full of the joy, friendships, and wonderful memories this store has brought into my life over the past two and a half decades. On Cloud 9 has grown with me through many chapters of life, and this next chapter as “Gigi” to my beloved grandchildren has truly stolen my heart. I’m ready to dedicate more time to them, to my other business, and to embracing a slightly slower pace of life.
Creating On Cloud 9 has been one of my proudest accomplishments, but none of it would have been possible without the incredible support of my family, friends, loyal customers, and the many amazing staff members who’ve been part of this journey. Each of you has touched my life in ways I will never forget.
A special thank you goes to Marcy whose whole heart and tireless dedication helped keep this store thriving, especially after my husband passed. I am forever grateful for her loyalty, her friendship, and her love for On Cloud 9.

I share this news with tears in my eyes but also with a smile on my face, knowing that On Cloud 9 has been such a joyful part of so many lives, especially mine. As my kids would say, it’s the end of an era but it’s been a darn good one!
