Driver Sentenced to 15 Years for Crash at Over 110 MPH That Killed 25-Year-Old

Timothy Pack, 22, of McLean, VA, was sentenced to 15 years in prison for gross negligent manslaughter, second-degree assault, and failure to render aid, following a fatal crash on Route 355 in Rockville that killed 25-year-old Jasmin Gimon and injured his passenger. Pack was driving over 110 mph when he struck Gimon’s vehicle and fled the scene, leaving his seriously injured girlfriend behind.

According to the Montgomery County State’s Attorney’s Office, “In the Circuit Court for Montgomery County, MD, the Honorable Jill Cummins sentenced defendant Timothy Pack, 22, of McLean, VA, to 20 years and 60 days in prison suspending all but 15 years to serve and five years of supervised probation upon release. The sentencing hearing was held on Friday, June 13, 2025.

On April 22, 2025, the defendant pleaded guilty to gross negligent manslaughter by motor vehicle, second-degree assault, and failure of a driver involved in an accident to render aid to an injured person. This stems from a collision on April 27, 2024, on Rte. 355 near the Federal Plaza Shopping Center, that killed 25-year-old victim, Jasmin Gimon. A passenger in Pack’s vehicle was injured but survived.

Assistant State’s Attorney John Lalos and Caitlin Murphy prosecuted this case.

The following is a summary of the facts of the case as described in the State’s sentencing memorandum:

On April 27, 2024, shortly after 2:27 AM, members of the Maryland State Police, Montgomery County Police, Rockville City Police and Montgomery County Fire and Rescue responded to the area of Maryland Route 355 (Rockville Pike) near the Federal Plaza Shopping Center in Rockville, Montgomery County, Maryland for the report of a motor vehicle collision. The investigation conducted by the Maryland State Police revealed that at approximately 2:20 a.m., the Defendant was driving a 2014 Dodge Charger northbound on Route 355 at speeds in excess of 100 miles per hour. His then-girlfriend was in the front seat passenger. At that time of the morning, intersections in this area are controlled by flashing yellow traffic lights on 355 and flashing red traffic lights on intersecting roadways and parking lots. Route 355—particularly in North Bethesda and Rockville—is a densely populated commercial and residential area and (accordingly) has a posted speed limit of 40 miles per hour.

As the Defendant’s vehicle approached the area of the Federal Plaza Shopping Center, a 2009 Honda Accord operated by the victim (Jasmin Gimon) was attempting to make a left turn from the parking lot in the area of the TGIFriday’s restaurant where she had just finished her work shift. Ms. Gimon had turned 25-years-old three weeks prior. As Ms. Gimon’s vehicle reached the middle of the intersection/just into the southbound portion of 355, it was struck by the Defendant’s vehicle on the left front/driver’s side area. The Defendant’s vehicle then careened to the left, jumped the curb and tumbled into the Federal Plaza parking lot, ultimately coming to rest on its roof. It caught fire briefly as it lay upside down in the parking lot of the Silver Diner. The Defendant then fled from the vehicle, leaving his girlfriend seriously injured, alone, and terrified. She was initially aided by witnesses at the Silver Diner and subsequently extracted from the Defendant’s vehicle by first responders. She would later tell investigators that—prior to the crash—she had told the Defendant to slow down. The Defendant was apprehended nearby approximately one hour after the collision. Jasmin Gimon suffered left rib and clavicle fractures, multiple skull fractures, and fatal brain injuries as a result of the collision. She was pronounced dead at the scene. Subsequent investigation by the Maryland State Police revealed there was no brake application by the Defendant at the time of the collision and the Defendant’s vehicle was traveling between 111-118 miles per hour at the time of the collision.”
