A Joint Public Hearing will take place on Monday, October 20, 2025, at 7:30pm in the Gaithersburg Council Chambers to review the Eugene B. Casey Foundation’s proposal to redevelop the Rosedale Apartments property into a new mixed-income community with up to 434 multifamily units.
The subject property is located on the south side of South Frederick Avenue adjacent to I-370 and includes three parcels along O’Neill Drive and Nancy Place. Members of the public may provide testimony in person or virtually via Zoom, and written comments will also be accepted by mail or email.
The Foundation is seeking to rezone two parcels, 2 O’Neill Drive (Parcel B, currently R-18) and 3 Nancy Place (Parcel C, currently R-20), to the City’s Corridor Development (CD) zone, matching the zoning already in place on the adjacent Parcel 940. Together, the three parcels total about 14.6 acres. Rezoning would unify the property under a single CD designation, allowing for a phased redevelopment in alignment with the City’s Land Use and Housing goals.
At the heart of the plan is the replacement of the Rosedale Apartments, 192 garden-style units built in 1972. The Foundation notes that the existing apartments require extensive upgrades that are no longer economically viable. Instead, the proposed schematic development plan calls for a two-phase redevelopment to provide a mix of one-, two-, and three-bedroom homes along with new open space and resident amenities. Phase I would begin on Parcel 940, allowing current residents to relocate into newly built apartments before the older buildings are demolished, ensuring no displacement during the redevelopment process.
