Update: Rockville Police Charge Suspect Following Shooting on Highwood Road

UPDATE: On Monday, October 14, 2025, shortly after 10:00 p.m., Rockville City Police officers responded to the 1100 block of Highwood Road for the report of shots fired.

Upon arrival, officers determined that the suspect, identified as Joel Alberto Cubias, a 20-year-old male of Rockville, attempted to stop a subject who may have been trying to steal property from the exterior of the residence. During the encounter, over a dozen rounds were fired from a handgun, striking the subject multiple times.

The injured subject fled the scene prior to police arrival and was later located at a nearby hospital. He remains hospitalized in stable condition with non-life-threatening injuries.

Cubias remained on the scene and was taken into custody without incident. He was transported to the Montgomery County Central Processing Unit, where he was charged with Attempted Murder, First- and Second-Degree Assault, Reckless Endangerment, multiple firearm-related offenses, and Theft after investigators determined he was in possession of a stolen motorcycle.

The investigation remains active and ongoing. Additional charges may be filed as detectives continue to review the circumstances surrounding the incident.

Original report: The Montgomery County Police Department (MCPD) and the Rockville City Police Department (RCPD) responded Tuesday night to reports of shots fired near Highwood Road and Lewis Avenue in Rockville.

According to MCPD, one person was taken to the hospital with non-life-threatening injuries. No suspects are in custody and RCPD is leading the investigation.
