Ramone Ramsay, 33, was sentenced to life without parole plus an additional life term and 20 years for the murder of 21-year-old Kymani Bailey and the attempted murders of two women, following his January 2025 convictions in Circuit Court.
According to the Montgomery County State’s Attorney’s Office, “On January 15, 2025, Ramsay was convicted by a jury of one count of first-degree murder, two counts of attempted first-degree murder, three counts of use of a handgun in commission of a felony and one count of illegal possession of a firearm for the shooting death of 21-year-old Kymani Bailey and shooting at two innocent women. Assistant State’s Attorneys Teresa Casafranca and Jennifer Harrison prosecuted this case.”
“Today’s sentence makes it clear that senseless gun violence has no place in our community. Kymani Bailey was killed while performing the gentlemanly act of walking two young women to their car in a parking garage. The defendant made the decision to randomly commit a deadly act of violence against innocent victims, and the result was tragic. We thank the judge for appropriately issuing the maximum penalty available in the state of Maryland,” said State’s Attorney John McCarthy.
