A 26-year-old Silver Spring man, Oscar Pedrozo, has been charged with criminally negligent homicide in connection with a fatal pedestrian collision that occurred in Kensington on July 16, 2025.
The incident took place around 10:40 am near Connecticut Avenue and Plyers Mill Road, where Pedrozo, driving a U.S. Postal Service van, struck 64-year-old Mairi Nicola Morrison of Garrett Park as she was walking on the sidewalk and entering a driveway apron. Morrison was transported to a hospital, where she later died from her injuries.
According to the Montgomery County Department of Police Collision Reconstruction Unit, Pedrozo was wearing earbuds and listening to music at the time of the crash. Investigators determined the vehicle continued moving forward after the initial impact and then reversed while the victim was still underneath. Pedrozo turned himself in on March 25, 2026, and was released on bond.
