A Montgomery Village man has been found guilty in the 2024 fatal shooting of a man inside a Northwest Washington, DC bar.
Robert Lowe, 42, was convicted by a Superior Court jury on charges of second-degree murder while armed, possession of a firearm during a crime of violence, and unlawful possession of a firearm due to a prior felony conviction, according to the U.S. Attorney’s Office for the District of Columbia.
The charges stem from the April 27, 2024 killing of 45-year-old Kenneth Goins inside Desperados Burger and Bar, located at 1342 U Street NW.
According to prosecutors, the incident began around 1:10am when Lowe approached Goins at the bar and struck him in the head with a bottle. A fight broke out between the two men, and prosecutors said Goins began gaining the upper hand during the altercation before Lowe pulled out a firearm and shot him multiple times, including once in the abdomen. Lowe then fled the scene on a motorcycle.
Members of the Metropolitan Police Department’s Third District reportedly heard the gunshots while nearby. Body camera footage showed a person leaving the alley on a motorcycle while another individual pointed toward him and yelled, “hey, him.” Officers pursued the motorcycle but lost sight of it during the chase.
Police attempted lifesaving efforts until EMS arrived, but Goins later died from his injuries. Lowe was arrested on May 22, 2024, and has remained in custody since that time.
According to expected sentencing guidelines, Lowe faces a potential maximum sentence of 33 years in prison. Sentencing is scheduled for July 17, 2026, before Judge Todd Edelman.
