Rockville Approves Major Zoning Rewrite After Years of Planning

The Rockville Mayor and Council unanimously approved a comprehensive rewrite of the city’s zoning ordinance and a corresponding zoning map amendment during a meeting on Monday, June 29, concluding a multiyear effort to modernize the city’s land use regulations.

The new zoning ordinance will take effect Aug. 1 and is designed to implement the recommendations outlined in the city’s Rockville 2040 Comprehensive Plan and the adopted Town Center Master Plan. City officials said the changes are intended to better align zoning regulations with evolving residential, commercial and recreational needs.

The zoning rewrite process began in 2023 and included public hearings, work sessions, community outreach and input from the Planning Commission, city boards and residents. According to the city, the updated ordinance simplifies zoning regulations, streamlines development and permitting processes, supports a wider range of housing options and incorporates goals related to equity, resilience and sustainability.
