Maryland Man Used Fake Instagram Identity to Exploit a Child, Prosecutors Say

A Frederick man has pleaded guilty in federal court to sexual exploitation of a child after using a fake identity on Instagram to pose as a teenager, according to the U.S. Attorney’s Office for the District of Maryland.

Gleybar Josue Ramirez-Clemente, 21, admitted to exploiting a minor who was 15 and 16 years old during the abuse. According to the guilty plea, Ramirez-Clemente began communicating with the victim in July 2025 using the name “Jefe” and claiming to be 16. After several weeks, he requested sexually explicit images and later used threats to obtain additional material.

Prosecutors said Ramirez-Clemente threatened to expose the victim’s actions to others, including members of their community, if she did not comply. He also coerced the victim into sexual acts that he recorded.

Ramirez-Clemente faces a mandatory minimum sentence of 15 years and a maximum of 30 years in federal prison. A federal judge will determine his sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

The FBI, Frederick Police Department, and Frederick County State’s Attorney’s Office investigated the case. Assistant U.S. Attorney Colleen Elizabeth McGuinn is prosecuting it. The prosecution is part of Project Safe Childhood, a nationwide Department of Justice initiative to combat child sexual exploitation and abuse. The U.S. Attorney’s Office does not provide mugshots.
