Maryland Governor Wes Moore announced Friday, November 6, that three members of his Cabinet are stepping down from their positions, with interim and acting replacements named to lead their respective departments.
Secretary of State Susan C. Lee is departing for personal matters after 24 years of service in state government as a legislator and Cabinet member. Deputy Secretary Michael Lore will serve as interim secretary while the administration searches for a permanent replacement.
Secretary of Public Safety and Correctional Services Carolyn J. Scruggs is also leaving her position after more than three decades of service to the state. Deputy Secretary of Operations David C. Greene will serve as interim secretary.
Secretary of Veterans and Military Families Edward C. Rothstein, who joined the Moore administration in August 2025, is also concluding his service. Deputy Secretary James “Jimmy” Anderson will serve as acting secretary.
All three leadership changes take effect November 6.
Moore thanked the departing officials for their service and leadership, saying Maryland has benefited from their experience and contributions.
The administration will begin searching for permanent replacements for the secretary of state and public safety secretary positions.
