Maryland is making a decisive move to ensure enduring access to virtual healthcare services with the “Preserve Telehealth Access Act of 2025,” which officially takes effect on July 1.
This landmark legislation permanently removes the previous sunset date for telehealth coverage and reimbursement requirements for both the Maryland Medical Assistance Program (Medicaid) and private health insurers operating in the state. This means that the expanded telehealth options, which proved vital during the COVID-19 pandemic, are now a permanent fixture in Maryland’s healthcare landscape.
A cornerstone of this new law is its commitment to payment parity. Healthcare services delivered via telehealth must now be reimbursed at the same rate and on the same basis as if they were provided in person. This crucial provision eliminates financial disincentives for healthcare providers to offer virtual care, fostering a more equitable and accessible system for patients.
Moreover, the Act specifically recognizes and includes audio-only telephone conversations as a covered telehealth service when they lead to a billable, covered health care service.
