In Fiscal Year 2025, the Maryland Lottery, casinos, sports wagering, and daily fantasy sports generated a combined $1.589 billion for state programs and services, averaging $4.35 million per day.
Of this total, $696.2 million was directed to education programs, with casino contributions reaching $831.3 million, lottery profits totaling $667.2 million, and sports wagering and fantasy sports adding $89.9 million.
Per the news release: “The Maryland Lottery and the state’s casinos, sportsbooks and daily fantasy sports operators combined to deliver $1.589 billion in contributions to state programs and services in Fiscal Year 2025 (July 1, 2024 through June 30, 2025).
Casino gaming contributions to the State were $831.3 million; Lottery profits were $667.2 million; and sports wagering and daily fantasy sports combined to contribute $89.9 million. Portions of proceeds from casinos, sports wagering and daily fantasy sports that were directed to education programs totaled $696.2 million in FY2025. All told, the Lottery, casinos, sports wagering and daily fantasy sports delivered an average of $4.35 million per day to the state during the fiscal year.
“We focus on fun and games, but we’re serious about the role we play in responsibly generating state revenue,” said Maryland Lottery and Gaming Director John Martin. “We hope we also generate some good times along the way, but supporting vital state programs is never very far from our minds.”

Traditional Lottery
The Lottery had the fourth-best performance in its 52-year history with sales of $2.633 billion. Scratch-off ticket sales led the way at $1.059 billion, surpassing the $1 billion mark for the fourth consecutive year.
Profit from the sale of Lottery tickets totaled $667.2 million, including $519.2 million directed to the state’s General Fund, which provides resources for a variety of programs and services, including public schools. The state’s budget allocated the remaining $148 million in Lottery profit across 13 other state funds.
Lottery players won $1.673 billion during FY2025, an average of nearly $4.6 million per day. Players won 1,638 prizes of $10,000 or more during the fiscal year, including 490 winning tickets that paid prizes of $50,000 or more and 33 prizes of at least $1 million. Retailer sales and cashing commissions totaled $195.7 million, an average of more than $45,000 per retailer. As of the end of FY2025, the Lottery had 4,279 retail locations across the state.
Casino Gaming
Maryland’s six casinos generated $1.965 billion in revenue from slot machines and table games, the third-best single-year total in the 15-year history of the state’s casino program.
The casinos contributed $831.3 million to the state in FY2025, including $606.2 million to the Education Trust Fund (ETF), which supports early childhood education, public elementary and secondary education, public school construction and capital improvement projects. Cumulatively, since the opening of the state’s first casino in September 2010, more than $6.4 billion in casino gaming revenue has been directed to the ETF.
FY2025 casino contributions also went to the following beneficiaries:
- Local aid: $105.1 million in support for the communities where the casinos are located, including contributions to local impact grants and aid to local jurisdictions
- Maryland’s horse racing industry: $95.2 million, including contributions to the Racetrack Facility Renewal and Horse Racing Purse Dedication accounts
- Maryland’s Small, Minority and Women-owned Business Fund: $20.4 million
- Responsible gaming programs: $4.4 million in per-machine and per-table-game assessments paid by casino operators to the Problem Gambling Fund
Sports Wagering and Fantasy Competitions
Maryland’s sports wagering market continued to grow in FY2025, delivering $88.9 million to the state compared to $60.3 million in FY2024.
For the first 11 months of FY2025, all sports wagering operators contributed 15% of their taxable proceeds to the Blueprint for Maryland’s Future Fund, which supports public education programs. The state’s budget increased the rate for mobile sports wagering operators to 20% beginning in June 2025. For that month, the full amount was directed to the Blueprint Fund. Beginning with July 2025, mobile operators contribute 15% of taxable proceeds to the Blueprint and 5% to the General Fund. Retail sports wagering operators continue to contribute 15% of their taxable proceeds to the Blueprint.
The operators of fantasy competitions (including daily fantasy sports) also contribute 15% of their proceeds to the Blueprint for Maryland’s Future Fund. In FY2025, these contributions totaled $1,049,448.”
