The Montgomery County Police Department (MCPD) is investigating a rape at a Rockville gas station and an armed bank robbery in Wheaton committed on consecutive days, and has arrested a suspect who matched descriptions, surveillance, and vehicle details linking both crimes.
According to MCPD, “On Thursday, August 14, 2025, at approximately 7:05 p.m., 1st District officers and Rockville City police responded to a Rockville gas station for the report of a rape that just occurred. The suspect entered the store, physically attacked, and sexually assaulted the lone employee before leaving. Sex Assault Unit investigators learned that the assailant, who was wearing distinctive clothing, left the gas station in a Mazda SUV.
On Friday, August 15, at approximately 9:23 a.m., 4th District officers were called to the Capital One Bank in the 11200 block of Georgia Avenue for an armed bank robbery. Patrol officers arrived and arrested 34-year-old Carlos St. James Hover of Washington, D.C on the scene.
Robbery detectives realized that Hover matched the description of the suspect from the previous night’s sexual assault. Hover had driven a Mazda SUV to the bank and was wearing some of the same distinctive clothing. He also matched the suspect seen in surveillance video taken at the gas station. Hover was transported to the Central Processing Unit where he was charged with first-degree rape, first-degree assault, armed robbery, resisting arrest, and other related crimes. He is being held without bond.”
