Rachel Carson Elementary Principal Mindy Reeves and Late Mentor Tom Garner Honored with Statewide Leadership Awards

Rachel Carson Elementary School Principal Mindy Reeves has been honored with the Maryland Association of Elementary School Principals’ (MAESP) Connected Leader Award, a recognition that carries deep personal meaning, as it was also awarded posthumously to her late mentor and friend, Tom Garner.

Reeves shared that receiving the same award as Garner, who passed away suddenly in October, was both humbling and emotional. “This recognition means so much, especially as it was also awarded to my mentor and friend, Tom Garner,” Reeves wrote. “Tom taught me what it truly means to be a connected leader, one who leads with heart, builds relationships, and lifts others along the way. His sudden passing last month left a void in our hearts, but his influence continues to guide so many of us.”

The connection came full circle when Keith Allshouse, Reeves’ former assistant principal partner at Salem Avenue Elementary and now that school’s principal, accepted Garner’s award on his behalf and presented Reeves with hers. “It was a full-circle moment that reminded me how interconnected we all are as leaders, colleagues, and friends,” Reeves shared.

Reeves has been an educator for 25 years, serving as a classroom teacher, lead teacher, and staff development teacher before moving into administration. She worked alongside Garner for six years at Salem Avenue Elementary in Hagerstown, helping to rebrand the school with the motto “1323…the Place to Be.” She then served as assistant principal for six years.”, three in Washington County and three in Montgomery County Public Schools, before being named principal of Rachel Carson Elementary in Gaithersburg, a position she’s held for four years.

Garner, who passed away on October 10, was widely regarded as a compassionate, relationship-driven leader who inspired countless educators across Maryland. The dual recognition, Reeves’ and Garner’s, highlights not only their individual leadership but the enduring impact of mentorship, collaboration, and shared purpose in education.
