Rockville Police Name 2025 Officer and Civilian of the Year

The Rockville City Police Department has named Neighborhood Services Officer Fred Mowell its 2025 Civilian of the Year and Officer Chance Thrasher its 2025 Officer of the Year.

Mowell, who has served the department for 26 years, was recognized for his leadership within the Neighborhood Services Division, which focuses on animal welfare in the city. In 2025, he handled more than 45 percent of the department’s animal-related calls for service and helped mentor staff while coordinating key responsibilities such as Animal Review Official hearings. He also manages Rockville’s off-leash dog program and regularly educates residents about animal regulations and resources.

Thrasher was honored for his proactive policing and role in several significant enforcement efforts, including the swift apprehension of a suspect connected to a shooting on North Washington Street. He also served on the joint Crime Suppression Task Force with the Montgomery County Department of Police, where he was involved in multiple narcotics arrests, warrant services, and suspect apprehensions.

In addition, Thrasher serves as a field training officer, helping prepare new officers for service while emphasizing proactive policing and strong community engagement.
