Metro and LCOR have announced that Envoi, a new 354-unit residential community at North Bethesda Station, is now welcoming its first residents, marking the completion of The Quad at Pike District, a development partnership more than 20 years in the making.
Built on 1.6 acres of Metro-owned property through Metro’s Joint Development Program, Envoi is the final phase of a two million-square-foot mixed-use development that includes approximately 1,300 residential units, 164 of which are designated as affordable housing. The project also features retail space, public gathering areas, and direct access to transit.
“By ground leasing Metro-owned land to LCOR, we’re helping create more housing options, supporting economic growth, and centering development around safe, frequent, reliable transit,” said Nia Rubin, Metro’s Senior Vice President of Real Estate and Development.
Rubin added that the remaining 13.9 acres of Metro-owned land at North Bethesda are expected to be developed through a separate partnership with Montgomery County, with plans for a life sciences-focused mixed-use district that will complement the existing Pike District development.
The 12-story building was designed by Design Collective Inc. and includes a mix of one-, two-, and three-bedroom apartments, including both market-rate and affordable units.
Residents will have access to nearly 13,000 square feet of amenities, including a fitness center, outdoor swimming pool, coworking space, rooftop terrace, penthouse lounge, golf simulator, dog park, children’s play areas, and an outdoor courtyard with grilling stations and fire pits.
According to Metro, the development was supported by Montgomery County’s More Housing at Metro Act, which was enacted in 2021 to encourage transit-oriented housing development on Metro-owned land.
Over the five phases of The Quad at Pike District, Metro reports generating approximately $40 million in ground lease payments and fees. The agency estimates the project will contribute roughly $350 million in state and local tax revenue over the next 30 years.
With Envoi now complete and occupied, attention will shift to the future development of the remaining Metro-owned property surrounding North Bethesda Station, where county officials and Metro have previously discussed plans for a life sciences-anchored mixed-use district.
