The Takoma Park Police Department has recognized three members of the agency for their outstanding service, leadership, and dedication by naming its 2025 Officer of the Year, Investigator of the Year, and Civilian of the Year.
Officer of the Year: Corporal Brandon Addison
Corporal Brandon Addison was named the department’s 2025 Officer of the Year for his leadership, investigative work, tactical expertise, and commitment to the Takoma Park community.
According to the department, Addison stepped up to supervise an entire patrol shift when operational needs required additional leadership, while continuing to fulfill his regular duties as a patrol corporal. He also served in a Special Assignment Team capacity, helping bridge patrol operations and the Criminal Investigations Division.
Police credited Addison with contributing to investigations involving attempted murder, armed robbery, and burglary by helping locate suspects and vehicles connected to several high-profile violent crimes.
In addition to serving on the department’s Emergency Response Team and Honor Guard, Addison was recognized for mentoring fellow officers and encouraging physical readiness throughout the agency.
The department also highlighted his commitment to community policing, noting that he follows up on calls for service to ensure residents receive answers and support. Throughout his service, Addison has not received a sustained citizen complaint.
Investigator of the Year: Lieutenant Victor Glouchkov
Lieutenant Victor Glouchkov was recognized as the department’s 2025 Investigator of the Year for his leadership of the Criminal Investigations Division and his work investigating serious crimes.
While serving as Detective Sergeant during much of 2025, Glouchkov supervised the department’s detective squad while remaining actively involved in investigations of armed robberies, sexual assaults, and burglaries. The department said his investigative work helped identify suspects, develop critical evidence, and bring offenders to prosecution.
Beyond criminal investigations, Glouchkov supported recruitment efforts by serving on oral interview panels and conducting Computer Voice Stress Analyzer (CVSA) examinations for police officer and communications specialist applicants.
He also serves as a Taser and firearms instructor and mentors fellow investigators in areas including DNA evidence, cellular phone examinations, and digital forensic investigations.
Civilian of the Year: Ron Contreras
Crime Analyst Ron Contreras was named the Takoma Park Police Department’s 2025 Civilian of the Year for his analytical work and contributions to the department since joining the agency in 2024.
According to the department, Contreras quickly assumed the role of crime analyst after the unexpected departure of his predecessor, seeking training and mentorship from neighboring agencies to build his expertise.
His work analyzing crime trends, preparing statistical reports, and identifying emerging crime patterns has supported department leadership, city officials, and operational planning.
The department also credited Contreras with identifying and correcting overdue National Incident-Based Reporting System (NIBRS) data, helping ensure compliance with federal reporting requirements and preventing the potential loss of grant funding.
In addition to his analytical responsibilities, Contreras regularly assists with after-hours requests and volunteers at community events, including National Night Out and the Community Police Academy.
The Takoma Park Police Department congratulated Addison, Glouchkov, and Contreras, thanking each of them for their dedication and service to both the department and the community.
