Montgomery County residents are coming together to support the family of William Vance Payne II, also known as Vance Payne, after the 58-year-old Virginia husband and father of five was killed Tuesday morning in a crash at the intersection of Clopper Road and Great Seneca Highway in Germantown.
A GoFundMe campaign launched by loved ones describes Payne as a “loving, funny, patient, and dedicated family man” who tragically died while on his way to work. He leaves behind his wife, Lisa, three young children, and two adult daughters. Organizers say donations will help support the family as they navigate the unexpected loss.
Montgomery County Police said the crash occurred at approximately 5:25 a.m. on Tuesday, Aug. 4. According to the preliminary investigation, Payne was driving a 2007 Toyota Matrix eastbound through the intersection when it was struck by a northbound 2015 Kia Optima that had been reported stolen from Germantown several hours earlier.
Police said the Kia was occupied by seven juveniles between the ages of 12 and 15. The 13-year-old male driver was transported to an area hospital in critical but stable condition, while the six passengers were taken to area trauma centers with injuries. Detectives said the investigation could take several weeks to months to complete, and any potential charges will be determined by the Montgomery County State’s Attorney’s Office after investigators present their findings.
