Former Rockville Councilmember Beryl L. Feinberg has died following a four-month battle with pancreatic cancer, according to Gaithersburg Mayor Jud Ashman. Ashman announced Feinberg’s passing Monday morning, saying she died Sunday night with her husband, Ed, and son, Jeremy, at her side.
“My Gaithersburg City Council and I join our dear brothers and sisters at the City of Rockville today in mourning for our good friend and former Rockville Council colleague Beryl L. Feinberg,” Ashman wrote. “Beryl passed away last night, with her dear husband Ed and son Jeremy at her side, after a four-month battle with pancreatic cancer. “May she rest in peace and her memory always be for a blessing. We will miss her, as will many in our community.”
Feinberg served three terms on the Rockville City Council from 2013 through 2023. According to the City of Rockville, during her time in office she demonstrated expertise in policy analysis, fiscally responsible budgeting, procurement reforms, inclusionary hiring practices and balancing economic growth with school capacity. She also launched an opioid prevention program, strengthened emergency preparedness efforts and championed neighborhood concerns.
While on the council, Feinberg served as council liaison to the Human Services Advisory Commission, Recreation and Park Advisory Board, Sign Review Board, Rockville Sister Cities Corporation and Financial Advisory Board, as well as a member of the city’s Retirement Board.
As the Mayor and Council’s voting representative to the Retirement Board, Feinberg reviewed pension and retirement plan performance, investment manager performance, asset allocation, funding projections and annual pension contributions. She also advocated for Environmental, Social and Governance investing while examining overall portfolio risk factors.
Her public service career extended well beyond her time on the Rockville City Council. Feinberg spent 28 years with Montgomery County Government in senior leadership positions, including 15 years with the Office of Management and Budget. Her work included reviewing budgets, developing expenditure and savings plans, making revenue recommendations and representing the executive branch during County Council budget sessions. Her final position with the county was Deputy Director and Chief Operating Officer for the Department of General Services.
Feinberg was appointed by the Maryland Municipal League to its Homeland Emergency Preparedness Ad Hoc Committee in 2018 and later chaired the committee. The Maryland Municipal League represents and advocates for Maryland’s 157 towns and cities.
Prior to her election to the Rockville City Council, Feinberg served on Rockville’s Board of Supervisors of Elections, the city’s Budget and Finance Task Force and the Rockville Summit on Economic Development. She also participated in Rockville University, a program designed to give residents a deeper understanding of city government, services and parks.
Feinberg earned a bachelor’s degree in International Studies from American University, a Master of Library Science from Catholic University and an MBA from the University of Maryland’s Robert H. Smith School of Business. She was also a graduate of Leadership Montgomery.
Her community involvement included service on several boards, including Montgomery and Prince George’s Hospice, Sunflower Bakery and the Collaboration Council for Children, Youth and Families.
